THOUSANDS AND THOUSANDS AND THOUSANDS OF PEOPLE ON THE STREETS CREATING DRAMATIC AND SEEMINGLY IMPOSSIBLE PROBLEMS TO SOLVE. IT'S IT'S HARD TO KNOW EXACTLY HOW IT GOT THAT BAD, BUT EXPERTS ARE PRETTY SURE THEY KNOW HOW IT STARTED. AND THAT'S AFFORDABILITY IN A 30 YEAR PERIOD IN PORTLAND, THE CITY SIZE THERE DOUBLED IN SIZE. THE CITY BECAME A HOT BED FOR BIG BUSINESSES BRINGING IN HIGH PAYING JOBS AND THOSE JOBS ATTRACT PEOPLE FROM MORE EXPENSIVE CITIES WHERE THEY SOLD THEIR EXPENSIVE HOMES AND THEN DROVE UP HOME PRICES IN THEIR NEW AFFORDABLE PLACE TO LIVE COST OF LIVING EXPLODED. BUT WAGES FOR LONGTIME RESIDENTS DIDN'T FOLLOW. IT WAS LIKE GENTRIFYING ENTIRE AT ONCE. THERE'S ANY OF THAT SOUND FAMILIAR? WELL, OF COURSE, IT DIES BECAUSE WE'RE LIVING IT. RALEIGH'S POPULATION HAS MORE THAN DOUBLED IN THE LAST 30 YEARS AS WELL. AND THAT'S NOT SLOWING DOWN. MET A GOOGLE APPLE. AMAZON, IBM, CISCO, EPIC. THE LIST GOES ON. THEY'RE INVESTING HERE. HAVE YOU NOTICED A DIFFERENCE? THINK OF YOUR OWN HOUSE? HOW MANY OF YOU BOUGHT YOUR HOUSE? 10, 15 YEARS AGO? MAYBE FURTHER BACK. YOU STILL HAVE THE SAME JOB MAKING A LITTLE BIT MORE MONEY. BUT BUT ASK YOURSELF IF YOU HAD TO BUY YOUR HOUSE TODAY AT THE CURRENT PRICING INTEREST RATE, COULD YOU AFFORD IT? REDFIN RELEASED A STUDY A COUPLE OF WEEKS AGO. THEY FOUND THAT 40% HOME OWNERS COULDN'T AFFORD THE HOME THAT THEY LIVE IN IF THEY WERE BUT WERE TO BUY IT TODAY. AND IN RALEIGH, WE'RE LIVING KIND OF AN EXTREME EXAMPLE OF THAT EQUATION. WAKE COUNTY IS NOW ONE OF THE LEAST AFFORDABLE HOUSING MARKETS IN THE COUNTRY WHERE THE AVERAGE WAGE CAN NO LONGER AFFORD THE AVERAGE HOME. THIS IS NEW TERRITORY FOR US. BUT IT'S EXACTLY WHAT HAPPENED IN PORTLAND AND SEATTLE AND LA AND NEW YORK IN MOST PLACES WITH MASSIVE HOMELESS PROBLEMS. BUT THEY CAN OFFER US A BIT OF A A POST CARD FROM THE FUTURE. I REACHED OUT TO AN OLD CONTACT OF MINE IN PORTLAND WHO WORKS WITH THEIR LAWMAKERS AND BUSINESS GROUPS THERE. THEY CONSULT HIM ON GROWTH AND HOUSING. AND I ASKED HIM IF HE COULD TRAVEL BACK IN TIME. WHAT WOULD HE TELL THE CITY OF PORTLAND TO WATCH OUT FOR? >> THE NUMBER OF I WOULD PAY ATTENTION TO IN TERMS OF THE ONE TO REALLY WORRY ABOUT IS IS TO PAY CLOSE ATTENTION TO THE SHEER RENTERS. WHO ARE SPENDING MORE THAN 50% OTHER INCOME RANT. >> OK, SO HOW ARE WE DOING WITH THAT LAST YEAR? ZILLOW DID A STUDY SHOWING THAT IT TAKES FOR MINIMUM WAGE PEOPLE TO AFFORD ONE APARTMENT IN RALEIGH. IT SAID A PERSON MAKING MINIMUM WAGE WOULD HAVE TO WORK 144 HOURS A WEEK TO AFFORD A TYPICAL ONE-BEDROOM APARTMENT THAT 6 FULL DAYS AROUND THE CLOCK. 24 HOURS A DAY NONSTOP. NOW I DON'T WANT TO OVERSIMPLIFY THINGS. YOU KNOW, HOME HOMELESSNESS IS COMPLEX. EVERY SITUATION IN PERSON IS UNIQUE. AND YES, THE PANDEMIC CREATED SPIKES IN HOMELESSNESS ACROSS THE COUNTRY. WE TYPICALLY EXPLAIN THAT, THOUGH, WITH TALKS OF INFLATION AND INTEREST RATES AND THAT SORT OF THING. BUT LET'S GO BACK TO 2017 ABOUT 2 AND A HALF YEARS BEFORE COVID UNC PUBLISHED A STUDY SHOWING THAT MORE THAN 400,000 PEOPLE IN NORTH CAROLINA WERE SPENDING NEARLY 50% OF THEIR INCOME ON RENT. THE MORE PEOPLE YOU HAVE LIVING ON THAT COST. THE MORE PEOPLE WILL FALL OFF THAT CLIFF INTO HOMELESSNESS. IT DOESN'T TAKE MUCH OF A OF A NOTCH. THE JOB LOSS, MEDICAL EMERGENCY CAR TROUBLE A DIVORCE. YOU KNOW, THE KIND OF STUFF THAT HAPPENS TO EVERYBODY. ALL OF THE TIME. SO WHAT'S THE ANSWER? RALEIGH'S CITY COUNCIL SAYS AFFORDABLE HOUSING. WHICH I THINK IS THE NEXT PART OF THIS CONVERSATION. I'm meteorologist, Amy Wilm in the WRL severe weather center. Pretty nice weather today. A mix of sun and clouds with temperatures close to normal for this time of year. We reach 80 degrees in Raleigh and Durham, 79 in Rocky Mount. 81 for the high temperature in Fayetteville. If you want to have dinner outside this evening, it's going to be a lovely evening to do that at 7 p.m. We're in the mid seventies, mostly sunny skies, low seventies at 8 p.m. and then we're back down to the sixties by nine o'clock and certainly no rain in the forecast for today. For the next three days. The weather stays pretty quiet and the big story will be the warming of our temperatures 80 today, 84 Tuesday and then 88 for the high temperature on Wednesday. Once we get to the holiday weekend, that's when things turn unsettled and temperatures will drop a little bit. We have scattered storms in the forecast for Friday, especially Friday night. Saturday, scattered storms possible at any point in time, just a few spotty showers and storms Sunday and then we're back to some scattered storm chances on Monday, no day looks like a washout as of now. So keep checking back in and we'll have a better idea on the exact timing and amounts once we get to around Thursday or so, here's a look at Futurecast. This is for Thursday morning. It's a dry start to the day. But then Thursday night we have some scattered showers. So most of Thursday is dry. It's not until very late. We could see a few showers. Friday morning looks dry. Maybe you're hitting the road early on Friday for the long holiday weekend, it looks dry for most of the state. And then once we get to Friday evening, it's the western half of the state that has some storms for us. It'll be Friday night, an overnight Friday in early Saturday, we'll have a good opportunity for some rain and storms. Saturday morning, rain chances for us fairly slim and really across most of North Carolina rain, chances look pretty low Saturday morning. But then we get into the afternoon and evening, the peak heating and we'll have some scattered showers and thunderstorms. Sunday morning. We could have some rain along the North Carolina coast and then just some hit showers and storms across a good part of the state. But a lot of dry time as well. Monday for Memorial Day, we'll have some hit and miss showers and storms as well. So it's very quiet for the next few days with temperatures warming up. We're in the low nineties by Thursday and then temperatures back off a little bit over the weekend. But again, that does come with the potential for some scattered showers and storms.
